人力资源和社会保障部14日发布消息称，2015年年底前，将全面取消统筹地区社会保险行政部门实施的定点医药机构资格审查项目。

人社部相关负责人介绍，这意味着定点医药机构确认由行政部门进行两定资格审查后再由经办机构签订定点服务协议的“两步走”，转变为仅由经办机构与符合条件的医药机构签订服务协议的“一步走”。

据介绍，按照国务院简政放权的精神以及《国务院关于第一批取消62项中央指定地方实施行政审批事项的决定》文件要求，人社部近日印发了《关于完善基本医疗保险定点医药机构协议管理的指导意见》（以下简称《意见》），对此进行了明确。

《意见》明确统筹地区人社部门应将定点医药机构条件主动向社会公开，依法设立的各类医药机构，无论其级别、类别和所有制性质，均可对照条件自愿向社保经办机构申请成为医保定点机构，社保行政部门不再进行前置审批。

《意见》对服务协议签订程序、内容以及加强监管等方面提出了具体要求。经办机构开展评估时要注重听取参保人员、专家、行业协会意见，探索通过第三方评价方式开展评估；签署协议时，应与医药机构平等沟通、协商谈判，择优签订协议。

对服务协议内容，《意见》要求除包括服务人群、范围、内容等基本内容外，还要适应预算管理、付费方式改革等医保制度建设的新要求，细化相关内容，并通过长期、短期协议签署方式实现动态管理。

据了解，目前，全国城镇基本医疗保险定点医药机构已超过30万家，基本能够满足参保人员就医、购药需求。
